To the bureausofplanning and natural resources ofeachdistrictand county (autonomous county),the Bureau of Planning and Natural Resources ofLiangjiang New Area,the planning and natural resources authority ofWansheng Economic and Technological Development Zone,all relevant divisions and offices of the Chongqing Municipal Bureau of Planning and Natural Resources,all intermediate and primary people’s courts and relevant divisions ofHigher People’s Court of Chongqing Municipality:

In order to further optimize the business environment ofChongqing, further promotethetransparency ofjudicial and government affairs,andenhance thestandardization,opennessand transparencyofhearings of real estate registration cases, this Circular is hereby promulgated on matters relating to information disclosure of real estate registration lawsuits across this Municipality:

I.Improvingthedisclosure system ofthe number ofreal estate registration lawsuits

Planning and natural resourcesauthoritiesand the people’s courtsof all levels inthis Municipality shallenhance their sharing and exchange ofinformation on real estateregistrationlawsuits.Asound systemfor thestatistical analysisofreal estate registration lawsuitsshallbe establishedand improved.Theplanning and natural resources authorities of eachdistrict/county (autonomous county)shallregularly reportthe statistics of real estate registrationlawsuitstoChongqing Municipal Bureau of Planningand NaturalResources.

The “Real Estate Registration” section of the official website of the Chongqing MunicipalBureau ofPlanning and Natural Resourcesshall launch a column titled“InquiryforStatisticalInformation onReal Estate RegistrationLawsuitsinCourts ofChongqing”, whichshall releaseand update thestatisticsof real estate registration lawsuits inChongqing.All such statistics shall bedisclosedand updatedon the Public Service Website of Chongqing Courts atwww.cqfygzfw.comat the same time when they are released and updated under the aforementioned column.

II.Improving the mechanism forstatistical updates

The numberof real estate registration lawsuitsshall bereported and updated semi-annually,namely,dataofthe previous yearshall be releasedin Januaryof the following year,anddatafromJanuary to Juneof the following year shall bereleasedin Julyof the same year.

III. Enhancing infrastructure

a.ChongqingMunicipalBureau ofPlanning and Natural Resources andHigher People’sCourt of Chongqing Municipalityshall establisha coordination mechanismforthe information disclosure ofrealestateregistrationlawsuits.

b.Planningand natural resourcesauthorities of all districts/counties(autonomous counties)shallwork together with the intermediate and primary people’s courtsin the Municipalityin completing relevant work.

c.The information management department of ChongqingMunicipalBureau ofPlanning Natural Resources andHigher People’s Court of Chongqing Municipalityare required to provide adequate technical support.
